2025 Review of Budget Model 

A review of our decentralized budget structure will be essential to determine if the current framework optimally supports desired outcomes. Since adopting Responsibility Center Management (RCM) in FY2015, Temple has regularly assessed its budget model with input from faculty and leadership to align academic priorities with resource allocation and to empower our schools and colleges with more agency in their financial decision-making. Beginning in February 2025, Temple will conduct its third review of the budget model with a process to run through the spring semester and conclude with recommendations that balance financial sustainability with institutional priorities.

Scope:

Conduct a comprehensive evaluation of Temple University’s Responsibility Center Management (RCM) budget model and provide recommendations for refining the existing model or implementing alternative approaches that better align with institutional priorities and goals.

To assist with this review, President Fry appointed a steering committee to guide the process and ensure the involvement of key stakeholders. The Steering Committee will be co-chaired by Chip Hunter, dean of the Fox School of Business and the School of Sport, Tourism and Hospitality Management, and Jaison Kurichi, associate vice president for budget and planning. Representatives of the National Association of College and University Business Officers (NACUBO) consulting services will be assisting the committee in its work.
