Shared Governance
Temple University’s transition to a new budget model is guided by a shared governance approach that brings together academic and administrative leadership to ensure that financial decisions support the university’s long-term mission, priorities, and sustainability.
With the support of the Budget Model Task Force and our NACUBO partners, the university is moving toward a budget structure that allows Temple to operate as one university rather than as a collection of independent financial units. This shift represents an important cultural change and will take effect July 1, 2026.
Reshaping the university’s financial framework requires discipline, collaboration, and creativity. It also requires a governance structure that promotes transparency, accountability, and thoughtful decision-making across all areas of the institution.
Through shared governance, university leaders work together to evaluate how resources are used, identify opportunities for improvement, and ensure that investments align with Temple’s academic mission and strategic priorities. Below is a sampling of how Temple regularly engages faculty and administration to drive meaningful outcomes through collaboration:
Administrative Council
Administrative Council represents 8 campuses, 17 schools and colleges, and the various departments that support the university enterprise. We meet periodically for timely updates on policy, procedures, systems, and information related to fiscal roles and responsibilities.
All faculty and staff have access to the Budget and Finance resources in TUportal, designed to support your key business roles (look under “My Offices”). Here you will find the resources and tools you need to help you efficiently plan travel, navigate the budget process, and manage procurement through payment procedures from start to finish.
Based on your feedback, we continue to develop the expense reduction guides, training resources and one stop solutions to better organize these role-centric tools. Announcements will always have the latest news and updates for budget and finance planners along with aptly titled Quick Links for the sources you search for the most.
Budget and Planning Council
The Budget and Planning Council reviews financial planning priorities and helps align budget decisions with the university’s academic mission, enrollment strategy, and long-term institutional goals.
Budget Model Task Force
The Budget Model Task Force is responsible for recommending the structure of the university’s new budget model. Working with external partners, including NACUBO, the task force evaluates best practices and develops a framework designed to support transparency, collaboration, and financial stability.
Cost and Services Committee
The Cost and Services Committee evaluates the effectiveness and cost of central services and support units. The committee reviews internal charges, defines service expectations, establishes performance metrics, and helps ensure that operational costs align with institutional priorities.
This group plays an important role in refining the university’s financial structure as Temple transitions away from the Responsibility Centered Management (RCM) model.
RCM Review Steering Committee
The RCM Review Steering Committee was established to evaluate the existing Responsibility Centered Management budget model and identify opportunities for improvement. The committee’s work informed the development of the new budget framework and helped guide the university’s transition to a more collaborative financial structure.
