Eligibility & Enrollment

We’re looking for entrepreneurs who are ready to grow, improve their operations, and take on new opportunities.

This program is designed for:

  • Businesses that serve industries aligned with Temple’s procurement needs (e.g., construction, custodial services, food service, printing, etc.)
  • Owners who are actively managing their operations and want to level up
  • Entrepreneurs who need guidance on licensing, documentation, or fiscal compliance

To be eligible, applicants must:

  • Operate within the City of Philadelphia (residency preferred)
  • Be a registered legal entity (LLC, Corporation, or sole proprietorship with fictitious name certificate)
  • Have a valid business license, up-to-date liability insurance, and tax compliance
  • Employ at least one staff member
  • Maintain a business banking account

Enrollment Process:

  1. Submit an online interest form and eligibility checklist
  2. Participate in an enrollment interview and site visit
  3. Receive a compliance and capacity assessment
  4. Join the program cohort and begin receiving support
