How Small Business Mentoring and Development Works

Small Business Mentoring and Development is structured as a phased program that walks businesses from interest to institutional integration. Each phase is designed to build momentum, remove barriers, and foster readiness.

Eligibility Snapshot:

  • Must operate in Philadelphia (residency preferred)
  • Must have a registered business entity (LLC, Corporation, etc.)
  • Must meet basic city licensing and insurance requirements
  • Must have at least one employee and a business bank account
Recruitment and Enrollment

Recruit & Enroll

We begin by identifying viable small businesses that are already active and have a clear desire to grow. Our recruitment strategy includes outreach through:

  • Community events and resource fairs
  • Partnerships with local elected officials and chambers of commerce
  • Direct referrals from Temple’s contract management and vendor teams

Vetting & Readiness Assessment

After completing an interest form, candidates undergo a structured vetting process to assess operational and compliance readiness. This includes:

  • Online application with business profile
  • Enrollment interview and possible site visit
  • Review of licenses, insurance, tax status, and documentation
  • Capability assessment (including past projects or client references)

This step allows our team to identify the specific support each business needs and begin tailoring mentorship.

Compliance Support & Mentorship

Participants receive both group-based and one-on-one support in areas such as:

  • Financial management and bookkeeping
  • Business licensing and renewals
  • Liability insurance and risk compliance
  • Navigating city/state regulations and documentation
  • Vendor onboarding and procurement systems

Support is provided through:

  • Workshops and training sessions
  • Individual consultations
  • Technical assistance via partner organizations
  • Connections to local agencies (e.g., L&I, Revenue, Health Department)

Our goal is to eliminate preventable barriers and empower each business to succeed.

Institutional Engagement & Placement

Once participants demonstrate readiness, we facilitate direct engagement with Temple’s procurement teams and relevant departments.

Graduates of the program may be added to:

  • Temple’s contract manager vendor list
  • The preapproved vendor list maintained by Purchasing
  • The State’s contractor registry used in multi-prime bids

These pathways open the door to real contract opportunities—not just with Temple, but with other institutions and public-sector partners. We also ensure participants understand the long-term value of these relationships for their visibility, capacity, and credibility in the market.
